Social module budget improvements

Following the recent roll-out of the budget function in the Social module, we have made a number of improvements.

When adding budget columns, you can now apply a general increase to all employees, starting from the desired month.

Employer's social security charges can now be configured at the same time as the forecast gross remuneration, so you won't forget to enter them! And as a bonus, we've added an option to apply the latest known average rate.

When you add a future employee, you can configure his/her forecast data from the actual or budgeted data of an existing employee, and indicate his/her forecast entry date.
