New Annual Comparison Module

In addition to the new Landing module, a new annual comparison view is currently being developed.
What is planned:
- the ability to display completed fiscal years, your budgets, and your landings in columns
- the ability to display columns of variations by selecting the data to be compared and the direction of the variation.
